EBCAM POSITION PAPER ON THE WAY FORWARD WITH THE GLOBAL GATEWAY STRATEGY

The European Business Council for Africa and the Mediterranean (EBCAM) released its position paper on the European Union’s Global Gateway strategy, outlining the unanimous opinion of its members and proposals on this important EU action. The paper, titled “Engaging the European private sector in the Global Gateway strategy for Africa - Challenges and ways forward”, addresses the need for more substantial and structured involvement of European companies in Global Gateway projects across the African continent, especially in this era of fierce competition with non-European actors.
EBCAM suggests that the European Commission addresses some key issues, in particular those below:
- Focus on mobilising more the European private sector actors, combining strategy with actual business needs and favouring a business-driven demands approach; approach so far driven by an excessive focus on supply-side and by a lack of meaningful engagement with actual private sector actors;
- Enhance clarity on how projects are assembled or how businesses can participate;
- Give more financial and non financial incentives through European channels (organisations, institutions);
- Improve channels of dialogue with EU institutions to achieve concrete private sector mobilisation.
