The first meeting of Commission Expert Group on Enhanced Coordination of External Financial tools (“Expert Group” or “Group”) took place in Brussels on 18 January 2024. This Expert Group meeting took place back-to-back with the high-level Seminar on Enhanced Coordination between Export Credit Agencies and Development Finance Institutions in the context of Global Gateway on 19th January 2024. EBCAM has the privilege to participate as Observer.
This Group was foreseen in the Commission-EEAS Joint Staff Working Document “Main outcomes of the mapping of external financial tools of the EU” of 11 April 2023. Its function is to inform and facilitate coordination between Member States export credits agencies and other relevant external, mainly development, finance tools in the EU.
The Group is co-chaired by DG TRADE and DG INTPA, and its members are (a) development finance institutions of the Member States ("DFIs"), (b) national development banks of the Member States (“NDBs”), (c) export credit agencies of the Member States (“ECAs”), (d) relevant ministries of the Member States who instruct the DFIs, NDBs and ECAs under the national rules, and (e) the European Investment Bank. The observers are the main EU business and finance sector association, while invited individual European businesses and banks, including multilateral development banks as the EBRD, will be able to participate on ad-hoc basis.
