The two Team Europe initiatives for migration in Africa were launched in Brussels on 12 December 2022 by Vice-President Margaritis Schinas along with Commissioners Jutta Urpilainen, Ylva Johansson and Olivér Várhelyi jointly with José Manuel Albares Bueno, Minister of Foreign Affairs of Spain; Catherine Colonna, Minister of Minister of Europe and Foreign Affairs of France; Antonio Tajani, Vice Prime Minister and Minister of Foreign Affairs of Italy; Wopke Bastiaan Hoekstra, Minister of Foreign Affairs of The Netherlands and Hamadou Adamou Souley, Minister of Interior and Decentralization of Niger Mohamed Ahmed Ould Mohamed Lemine, Minister of Interior and Decentralization of Mauritania.
This conference aims to present these TEIs to a wider public.
The objective of the two Team Europe Initiatives on migration is to work as Team Europe, together with African partners, to address migration jointly and comprehensively, in support of governments, migrants and host communities, at different stages in the Atlantic & Western Mediterranean route and in the Central Mediterranean route.
The 2 Team Europe Initiatives (TEIs) on migration are, above all, an effort of coordinating European actions to make more effective our proposals. In consultation with African partners, the idea is to follow a whole-of-route approach to promote regional / multinational responses.
The 2 TEIs keep the comprehensive overview that corresponds to the spirit of the Joint Valletta Action Plan, the AU-EU Joint Vision for 2030, the Khartoum, Rabat and Niamey Processes, the IGAD Regional Consultative Process as well as the African Union led Horn of Africa Initiative. They will also contribute to the new Pact on Migration and Asylum and its comprehensive approaches and strategies such as the Talent Partnerships and the Voluntary Return and Reintegration Strategy.
The two TEIs will focus on migration management and migration governance actions, putting migrants, refugees and their host communities first. In dialogue with the individual countries concerned, and with regional organisations, both bilaterally and in groups, the 2 TEIs search to define a set of operational actions to enhance cooperation between African and European countries with the aim to support the management and governance of migration. They will thus facilitate and strengthen the engagement of our African partners and the coordination with Member States.
