President

Jacques Massart is a highly respected Belgian executive with a rich background in industrial engineering and corporate management. Holding a Master of Science degree in Industrial Engineering with a specialization in Water Supply Systems from the Institut Gramme in Liège, Belgium, Jacques has furthered his expertise with studies in Corporate Affairs Administration and Management at the Catholic University of Louvain-la-Neuve.

As the Founder, Owner, and President of ASPAC Technics B.V., ASPAC Engineering B.V., and ASPAC Intl B.V., Jacques has consistently driven innovation in water engineering and infrastructure. His leadership has been instrumental in the successful execution of over 30 international water projects. These projects, largely funded through export credit financing, have significantly improved water supply systems across various African countries, including Cameroon, Côte d'Ivoire, Ghana, Kenya, Sierra Leone, South Sudan, The Gambia, and Togo.

Jacques’s professional journey is defined by his ability to navigate and manage complex projects, often in challenging and unpredictable environments. His expertise in these contexts has allowed him to address a range of complexities, implementing infrastructure solutions that are both impactful and sustainable. The nature of these projects, operating in regions marked by volatility, reflects his capacity to deliver effective results under difficult conditions.

In May 2024, Jacques expanded his leadership scope by becoming a board member at the CBL-ACP Chamber of Commerce. In September 2024, his peers recognised his leadership acumen by electing him as the President of the CBL-ACP, further solidifying his influence within the international business community. Under his guidance, the Chamber has been positioned to enhance its service to members, driving business growth and fostering international trade relations.
